For a safety cable kit close to the design of the Blue Ox 7' Safety Cables - 7,500 lbs # BX88196 with a 60" length I recommend checking out the 64" Demco Straight Safety Cables - 14,000 lbs # DM9523055. We don't have any kits with 60" long cables but this is the closest length we have to what you're needing. The biggest difference between your Blue Ox cables and these Demco cables are the Demco cables are straight and don't have that coiled design.

The etrailer.com # e98891 is a good choice to secure your bikes to the NEO2 bike rack, part # B01748. If you ran the cable through the wheels and around the uprights of the rack, then through one of the safety chain holes in your hitch, you'd secure bikes to the rack and the rack to the hitch.
